Yes you can but you need to Create the same manager in each business that he is managing. A consolidated manager report would have to be done at each business level.

I have metrics that need to be less than the target. How can this be achieved so that the weighted score is correct ?

You need to set the direction as "down" while setting up your metrics.

How many scorecards can we have under one business ?

Each business can have up to 8 perspectives, 4 objectives per perspective and 6 metrics per objective. That's 192 combinations per business. If you require more than one scorecard you simply create another Business, which in effect can represent a department, division, or business unit. Just label so it's easily identified.

What is the cost per month for a company that would need 4 scorecards and have 4-8 users ?
